Bug: Proxy country code setting not working in v3 APIs

Set the proxyCountryCode to au and give a prompt like "Get your ip address info from https://ipinfo.io/json"

In the v2 APIs it is using a valid Australian IP address.

In the v3 APIs it's using a US IP address.

This is reproducible consistently using the cloud UI and the SDKs.
